OWL Loads
- owl:deprecated property usage to determine "active" or "inactive" concept

- We are using preferences to determine active/inactive.
Decision Points:
- The OWL deprecated value should be overridden by the value in the preference file.
- Allow property values to turn on active . If not present then default back to owl:deprecated.
