Summary of requirement pre-interview, by Reviewer:

There needs to be a mechanism for Software Engineers themselves to create metadata in a sandbox repository (i.e. let them load their model themselves).  However, it would then be the responsibility of the Metadata Curator to promote the metadata to the next tier (i.e. production).
