Answer

No. The System Administrator role in caArray is for the person who is responsible for the effective operation of caArray. It is used exclusively for the user management for all caArray experiments, such as changing ownership of an experiment (version 2.2.1). The system Administrator can view the titles of datafiles in each experiment, but this account cannot view or download any datafile from the experiments.
