1. In the page you want to change, click Edit. 
2. Type the link text and select it. 
3. At the place on the page where you want the link to appear, paste the URL. Confluence automatically converts the URL to a link. You can usually edit the resulting link text as needed. (Use the Source Editor to edit the first or last character of link text.)
4. To edit the link address:
   1. Click the link text. A row of buttons appears.
   2. Click Edit. The Edit
   Select the Confluence link icon, or type Ctrl+k. The Insert
   1. link dialog box appears. 
   2. Select Web link
   and specify
   1. . Modify the
   URL
   1. address for the website.
    
   1. (Modifying the link text at this point might not work correctly.)
   2. Click
   Insert
   1. Save. 

If the website is external to the U.S. Government, add an exit disclaimer as described in How to create links to external sites.
