1. Log in, as described in Logging In. 
2. Click Uploads. The upload page appears. 
3. Specify the type of item you want to add:
   • To add a new program, select Add New Program. 
   • To add a new study, select an existing program from the list, and then select Add New Study.
   • To add a new data set, select an existing program from the list, select an existing study from the study list, and then select Add New Data Set.

   A registration dialog box appears. 

4. Specify the information for the new item:
   • Specify metadata permissions, as described in Managing Group Access While Creating a Collection. 
   • To add a metadata attribute, click Add Metadata. A blank attribute row appears. Specify a unique attribute name.
   • Specify a value for each required metadata attribute. If you want the public to have access to the data, leave the access_group field empty.  
5. Click Register.
