Each collection can have separate edit metadata permissions. These permissions govern who can change metadata and who can add files or sub-collections. 

By default, sub-collections inherit the edit permissions of their parent collections. For example, users who have edit permissions for a program can edit any eligible metadata in that program, its studies, or their datasets. Users who have permissions to a edit a study can edit any eligible metadata in that study or its datasets. A sub-collection cannot be more public than its parent collection.
