Avoid the scrollbar macro in a series of pages where some are restricted

The scrollbar macro shows links to all the pages in the series, whether the user has permission to see the page or not. When a user without permissions to view a page clicks the link to that page, the not permitted message appears and the user cannot resume scrolling.The same is true for links generated with the Page Index macro.
