1. Start adding a collection as described in Adding a Collection. 
2. When specifying attribute values for the new collection, consider the access_group attribute: To restrict access, select In the Metadata Permissions field, select one or more groups from the list. To make the data set public, clear all groups. (Click the X next to each group name.(TBD: What happens if this field is empty? Can the person who created the collection edit the metadata?)
3. When you have finished specifying information for the new collection, click the Register button (such as Register Program).
