Question: Is it possible to deploy a study that links to an experiment in caArray with only CEL data?

Answer

caIntegrator needs level 2 data such as the CHP data. Therefore, in order for a study to link to an experiment in caArray, that experiment needs to contain CHP data. CEL data are optional for caIntegrator.
