If you have a user account with upload permission, you can add a collection (such as a program, study, or data set).  

1. Log in, as described in Logging In. 
2. Click Uploads. The upload page appears. 
3. Specify the type of item Navigate to the collection in which you want to add:To add create a new program, select Add New Program. 
4. To add a new study, select an existing program from the list, and then select Add New Study.
To collection. In the next field, click the Add New option. (For example, to add a new data set, select an existing program from the program list, select an existing study from the study list, and then select Add New Data Set.) A registration dialog box appears. 
5. Specify the information for the new item:
   • Specify metadata permissions, as described in Managing Group Access While Creating a Collection. 
   • To add a metadata attribute, click the Add Metadata option. A blank attribute row appears. Specify a unique attribute name.
   • Specify a value for each required metadata attribute. If you want the public to have access to the data, leave the access_group field empty.  
6. Click Register.
