If you intend to create the link outside of the wiki, use the Tiny Link. The Tiny Link is a permanent link and you can access it by clicking the button with the three dots in the upper right of any wiki page in view mode, and then selecting Page Information. The Tiny Link will continue to work if the page title is changed.
